It would appear therefore that Charge Allowance and Oversea Allowance have been manipulated in order to legalise the amount now being paid over and above the amounts authorised by Section 10 of the Code. Sections 10 and 11 state definite rates and make no mention of sliding scales. Nowhere is it stated that amounts up to a maximum can be paid, but as will be seen in lists (a) and (b), the teachers receive varying amounts.

It would have been much more satisfactory when it had been decided that, in addition to the Burnham Scale, Charge and Oversea Allowances should be paid in order to bring salaries up to the present levels, if transitory provisions had been made for teachers in service who were receiving more than the Burnham Scale. I regret that I did not appreciate this point when the non-African Sub-Committee was examining the amended Code.

I do not know whether the Treasury will insist upon a Code amendment being made before they allow the amounts, but even if they do not

I suggest that the position be clarified in a further Code amendment.
